I can confirm that the outside mobs do eventually respawn, but the respawn time is significantly longer than the expected 5–10 minutes.

It looks like on all Mobs that have a "longer than usual" respawn time the .spawn info command fails with ".spawn failed - failed with an unhandled Object reference not set to an instance of an object. For help, run .spawn -h" and they also appear in the command without any Hash.

Observed at Wailing Wastes Blubbags 70-80 - 2340 1420 551
All high level Blubbags killed and then I left the zone. They weren't respawning as they normally would.
6 hours later I came back to check by teleporting. No blubbags were initially at the location, but then they all spawned in at once after I ran around to all the dynaboss locations.

This should hopefully now be fixed. I have also fixed the broken .spawn info command mentioned above.

This looks fixed to me, at least around Dyna camps.
