Reproduction steps

Perk into 'Special Forces'
Use the 'Field Bandage' perk
Notice that it only gives you the base 15 health.
Increase First Aid more
Still only gives 15.

Expected results

The Field Bandage perk is supposed to scale with the players First Aid skill at a rate of (FA x 0.6) + 15.

Actual results

Only heals for 15 currently, does not take the players First Aid into consideration.

Bug prevalence

Every time.
