OnUse Item Effects Blocked During Nano Recharge

Reproduction steps

1.Cast a nano that has a bit of a cooldown (like a heal)
2.while on cooldown from that heal, proc an item perk (totw, shoulderpad, assault class tank armor, Graft)
3.

Expected results

1.) Gain the 500 absorb Skin of the Believer Perk with withered flesh
2. ) Gain the Add. 50 Damage Unhallowed Force Perk With Barrowed Strength
3.) Etc...

Actual results

No Perk was gained in Ncu, neither were the effects visual, the proc does not activate at all.

Bug prevalence

Every time.

I was farming tim while noticing this, but on the way to him i used at at least Once, Twice during the bossfarm.

Can't reproduce at the moment.

Tested both items on a few playfields with a few different Profs/Characters and they seem to be working correctly.

@War: Does the skill get locked when right-clicking both items and 'nothing' happening? Do you get an error message in chat? Any other 'oddities' or unexpected behavior that you might notice when the issue occurs?

okay interesting, all i can say is i used them both around 3 times during my session there, and not 1 time did i get an effect, no error that i noticed., i will try this again in a couple hours when i get back in, and try and clip it with medal.

Edit:: Yes the skill does get locked for 20 minutes on use. but i can safely say i am guaranteed not getting the effects, if it would work i would have noticed at least some sortof absorb of hits.

it can have to do with a certain buff im already running. hard to say, will try my best to reproduce.

It's related to Nano Recharge.

While on Nano Recharge, activating an Item seems to hinders a usable item from applying it's OnUse User Cast effects successfully.

This does not seem to be the case when using an OnUse User Temporary item (like a Tutoring Device .item 55694 55694 200 )
