Reproduction steps

  1. Get Data Fragments: 2.
  2. Go to ICC and buy a weapone.
  3. Look at Data Fragments and see how much you have left.

Expected results

Data Fragments will be reduced from the amount you bought weapones for.

Actual results

Data Fragments are not reduced.

Verified by going to location (.tp 3260 857 655) and giving myself 2 Data Fragments with .set commendations 2

I was able to purchase two items from the 000 - Melee Weapons terminal each costing 1 point.
After purchase I received the items and still had 2 commendations (.get commendations)

Setting as priority 2, as I believe when we go live this is giving a "wrong" advantage in terms of not using up the commendations and just allowing to buy whatever without having to "farm" anything.
