Reproduction steps

.ncu run 204303 (Feelings of Mortality) on yourself or another
Select complete heal from programs (Don't .ncu run) and cast on target with Feelings of Mortality in their NCU
Comes up with "NCU error: Better nano program already running." and the inabilty to cast on the person

Expected results

To cast on the person with Feelings of mortality or one foot in the grave, but comes up with the message of:

Nano program executed successfully.
Target resisted.

Actual results

Inability to cast on player with debuff with a message saying better in ncu

Bug prevalence

Everytime selected from programs. .ncu run overrides it and gives the correct message and behaviour.

Two level 10 characters, one doctor and one NT (but lets pretend he's a soldier)
Give the doctor the complete healing nano .item 28763 28763 169 and upload it (touch of marius used to get the stats)

When I try to run ncu run feelings of mortality with no flags or anything I get:

PvP not allowed in this district.
.ncu succeeded - Ran Feelings of Mortality in Kitebag's NCU.

and the nano is not cast on the the other player or even myself.

In Arena:
I can only cast it on myself with .ncu run 204303 unless we are both flagged which is a bit of a pita right now.

Once flagged on both chars:
I was able to cast Feelings of Mortality once, but now I can't get it to work any more.

sitting and standing with X fixed that

Now with Feelings of Mortality running in the doctor's ncu
attempting to cast Complete Healing produces this -

NCU error: Better nano program already running.
Unable to execute nano program. You can't execute this nano on the target.

The complete healing nano is not cast at all - just the error message.
