Reproduction steps

  1. Create Solar-Powered Tinker Pistol
  2. Upgrade quality
  3. try to upgrade it again, nothing happens
  4. zone
  5. can upgrade again

Expected results

to beable to upgrade Solar-Powered Tinker Pistol without zoning

Actual results

cant upgrade Solar-Powered Tinker Pistol more than once without zoning

PRK ithica server, created Solar-Powered Tinker Pistol in clan basic store, can only upgrade it once (have the relevant tradeskills) have to zone to upgrade again
