Reproduction steps

Find some obscure RK/SL dyna whose zone no one will go into (e.g. Lurking dryad .tp 1254.1 2791.1 y 132.8 4872) or (PW Cyborg boss .tp 3080.0 1930.0 y 62.7 570)
Kill it. Don't loot it so its corpse persists with a 30min start timer
Log out and AFK for 20+ min (time it!)
Check the timer on the corpse
Verify that less than 20min has elapsed on the corpse timer, and that the RK/SL dyna has not spawned yet

Expected results

Respawn timers should not freeze when zones are unoccupied

Actual results

Server goes to sleep when unoccupied for about 10 minutes, pausing all corpse rotting and respawn timers

Bug prevalence

Every time no one is in zone
