Reproduction steps

Cast Soldier SL shield (Empowered Lesser Deflection Shield in my case)
Appears in NCU
"NCU error: Better nano program already running." appears on each tick. The shield shield sometimes appears in NCU, sometimes doesn't.

Expected results

For the to shield to appear in NCU and function as the shield on each tick.

Actual results

"NCU error: Better nano program already running." appears, the shield from tick only appears intermittently and "NCU error: Better nano program already running." pops up with every tick, whether or not the shield appears in NCU.

Bug prevalence

Every time on cast and tick. I'm not sure about the shield in NCU, seems like it doesn't work more often than it does.
