Reproduction steps
I am really not sure on repeat steps... It's possible that I zoned through Outer isle-Sabres cradle quickly after using both at once. Unfortunately I do not remember exactly where I used the first and second kits of these stacks at for them to bug out.
Expected results
Using a kit consumes a stack
Actual results
Using a kit does not consume any stacks

Upon relog the count on coils adjusts to what it should be
Managed to get a semi-reliable repro on this by dropping 15% of the inbound packets in the clumsy tool. As in the OP, it's purely visual, so low priority
