I am unable to easily test if the implant actually gives -% Nano cost reduction as I currently have a waist symbiant in that I had to "twink" on. Could just be a visual bug.
I've ran into this several times on PRK, but it seems like it is just replicating the behaviour on live. Basically this happens when the implant QL is too low to bestow any positive stat effect on the implant. For example in this case, if you were to search up the item on auno or aosetups, you'll see that a QL 154 waist gives 0% add nano cost

This can happen for other clusters too like skill lock modifier. I believe a similar implant on live would have "Nano Cost Modifier 0%" on its modifier list. But this wouldn't actually do anything but visually tell the player that a shiny cluster is already inserted into the implant
We can look into this further if you have a screenshot of a similar implant on live
Yea this very well could be a bug inherited from live, here is some data on clusters themselves

Clearly something not quite right. When I get time later ill test if the stats actually change.
