Perk: Zap Nano debuff permanently on my character #1897

Reproduction steps

I was in TOTW fighting Leggos next to Lien. Pulled 1 leggo to fight. Nothing else aggro'd.
I must have had myself targeted and cast 'Zap Nano'
It debuffed my Nano stats into the red.
I tried waiting it out but it didn't wear off.
I terminated, changed zones, relogged a couple times, nothing changed.
Tried casting Zap Nano on a grey mob outside Newland. Didn't help.
Terminated pets, nothing changed.
I've tried to cast it again on myself to see if it stacks, but it says it can only be used on Hostile targets, so I'm not sure how it affected me.
Oh, I don't see any Hostile debuffs running in my NCU either.
I am L40 - IGN: Sile

Expected results

I expected the debuff to wear off

Actual results

The debuff has appeared to remain permanent, effectively bricking my character

This is the first and only time I've used Zap Nano
