Describe the bug
Cloak of the Reanimated Summoner (5/5) ID: 274712
The use effect on the cloak does not work. It should check that the cloak is being worn, and should work on any pet target.
I tested this with my stats matching the Wear requirements too, this was not a factor, nor should it be.

To Reproduce

Be a pet class of some kind to have a pet to test the effect on. .ncu run 43919
Spawn Cloak of the Reanimated Summoner (5/5) .item 274712 274712 1
Get the stats and title level (190+) to equip it, then wear it. set level 190 .set psy 750 .set int 750
Target your pet
Right click the worn cloak to pop its effect.

Expected behavior
The use effect of Cloak of the Reanimated Summoner (5/5) is Will of the Summoner
The only requirement it checks should be that it is worn, not that the stats match.
The cloak should be usable on any player pet;

Actual behavior
The chatbox states that I do not (or I guess that my pet does not) meet the requirements.

Confirmed. This seems to be a flag problem. Either the pets don't have the relevant flags, or the cloak is not checking the player's selected target properly.
