Reproduction steps

1.exist
2.kill them
3.they respawn on bridge

Expected results

no hecks or VH on the stone bridges / near the warp to archbile in outer isle (kite hill)

Actual results

heck/vh spawns on stone bridges.. killed them.. they respawned on them.

Bug prevalence

this recent update from tink / every time i kill them in this iteration.

hecks and voracious horros on stone bridges in outer isles 1shotting lowbies that try run past them, these mobs should be down in the water.

I went to the location from your character sheet and crossed the bridge. .tp 964.57654 1140.3615 y 18.89716 4543

The Horror and Hecks were under the bridge as they should be in this location.

The next bridge in the area had a Heckler up top where he shouldn't be. .tp 1018.6 955.2 y 29.2 4543
