Reproduction steps
Expected results
The secondary effect (+DMG All) nano should load with only 1 NCU free as its requirement says 1.
Actual results
Reports Not Enough NCU Left in log and does not appear.

Also if the secondary effect nano wears off when the player isn't available to receive the refresh signal, it'll never send that refresh signal again. Like if you crash and it takes longer than the refresh timer to log back in or you're loading a zone, etc. I would think the refresh pulse would be sent by the main buff periodically, not by the secondary buff wearing off. But, it doesn't seem to work that way. (Just crashing in general does it too.. it seems whether off or on.. but shrug)
