Reproduction steps

1.Start attacking target -(or)- Start equipping/un-equipping item
2.Attempt to use hotbar attacks during time

Expected results

I was expecting to be completely unable to do any actions while in a fight or when unequiping items such as belts or nanos

Actual results

Was able to attack and use specials while unequipping/equipping items (specifically NCU)

Bug prevalence

Anytime I attack

Thought it was strange that i was able to attack while unequipping a Morphing Memory, proceeded to try equipping said item and attacking while playing with some friends
