Reproduction steps

set level 21 equip .item 121567 and .item 248343 on your character. No implants on my toon, just a mix of medsuit/Newcomers armor, so nothing to add pistol skill. IP for pistol is 104
Find some lvl 20-30mobs. I used subway and RK mission of similar levels.
Damage is only 1pt with regular misses.

Expected results

I expect a variation of damage from 1-18+

Actual results

Almost every hit is 1pt of damage, with very occasional crits in the expected range of 24.
