Describe the bug
Trader Perks - Distill Life 6 (Bloodletting) and Distill Life 9 (Vital Shock) do not function and on-use, generate a generic error in the chat box:

Your %s is required to be at least %d! Could not use perk because you do not meet the requirements.

To Reproduce
Steps to reproduce the behavior:

  1. Place enough perks into Distill Life to access the perk actions.
  2. Enter combat and attempt to use the perks.

Expected behavior
The perks should fire and deal their damage.

Confirmed these perks are not working correctly.

The Bloodletting perk executes and gives the "You successfully perform a Bloodletting attack" message but has no effect on the target - the advertised DoT debuff does not appear in the target's NCU.

The Vital Shock attack also executes (according to the progress bar), but does not display a success message in the chat window and also has no effect on the target.

Attempting to execute either while the associated Distill Life skill is locked displays the messages:

Your %s is required to be at least %d!
Could not use perk because you do not meet the requirements.

Instead of properly advising that the skill is locked.
