Describe the bug
It is possible to cast Mongo's Ultra Behemoth on targets, instead of it being limited to just self.

To Reproduce
Steps to reproduce the behavior:

  1. Make an Enforcer and give yourself the nano.
  2. Find an NPC/other player with enough NCU
  3. Cast Mongo's Ultra Behemoth

Expected behavior
It shouldn't be possible to cast this self-buff on targets.
