inaccessible areas where there is nothing visibly blocking

players, pets and hostile mobs all get caught on these spots. pets seem to run into it until they slide around while hostile mobs will path around
all of these spots are in the general vicinity of the ruins close to the gate, haven't tripped on any running around the zone

Confirmed. Potentially some missing meshes? Would need to check the area on Live to be sure, but there is definitely some geometry there.
Very likely funcom forgot to regenerate the collision meshes when doing some changes to that area in this version, we could try to backport collision meshes from a newer version, but that's a lot of effort so definitely low priority
