Ability to enter all 3 biodomes without completing the missions require to obtain a key to gain access to the Biodomes.

Confirmed, the access panels on the Biodomes currently allow anyone to just right click them. However, the process of starting the encounter itself is non-functioning.
The access panels on the Biodomes in live allows anyone to enter by just right clicking on them. There's no mission completion required to enter per se.
How it works is that you kill the 3 hags for the 3 "Shard of a Keycard" pieces, which you combine to get a "Broken Keycard". You pass the Broken Keycard to the Warden outside a Biodome, and he gives you a "Completed Keycard" and a "Box of Security Passes". Right clicking the box gives you a security pass which you must wear in order to avoid aggroing the 4 security turrets inside the Biodome. However you can enter/exit as you please without the security pass equipped.
I will say though that at the moment, the security turrets do not aggro at all, regardless of whether you have the security pass equipped or not. And as Raggy mentioned, using the "Completed Keycard" on the pedestal inside the Biodomes currently does not spawn Urqhart.
