Jobe Armor quest doesn't check for proper Tailor measurements

Tested this, selected option for breastplate, gave him helmet measurements and 4 insigs.. got helmet.... so I'm gonna close this.

Tested this extensively on:

Enforcer, Keeper, MP, Agent, Bureaucrat

..... all worked, no faults in the process, while there was some lag on the server without any reboot. The conclusion…
