The out of combat healing is working now as I'd expect. Tested with ICC Peacekeepers in ICC, and the OMNI-AF Urban trooper's in Omni-1 Trade.

@drake : I think this can be closed unless we want to keep it open for "improvements" we want to do, but as you stated to me, first focus is 1:1, so then this "issue" shouldn't be touched.
If we're aiming to be 1:1 of live then this actually works better on PRK. 😂
