Reproduction steps

  1. Progress through the newbie questline detailed in #1231
  2. Talk to Bobic and accept that you'll deliver the goods for him to Commander Brock
  3. See no mission active in window. Verify that you've actually got it by doing .quests

Expected results

mission window would populate with same quest as on live:

Looks like the quest is now correctly showing up in the mission window. The quest might be missing its reward, which is a separate issue that is tracked in #1231
