Reproduction steps

Attempt to Talk to Zyvania Bagh
Nothing Happens

Expected results

Zyvania should start a dialogue with the player about the cult of neleb and offer to teleport them to Steps of Madness with a mission to target Neleb.

Actual results

A dialogue could not be started with Zyvania

This tends to be the case where you already have the active mission running in your NCU (Find Neleb mission), which blocks you from being teleported. Did you try deleting the mission and then talking to Zyvania?

I am unsure of what the implementation is on 18.4 live. Current 18.8 live has Zyvania force a teleport on you regardless if you have the mission or not. Regardless, seems like it would be beneficial to force the teleport on current 18.4 PRK

To provide additional information, the Steps of Madness mission was not active at the time of the attempt. Multiple players have confirmed the same behaviour.

I am not able to duplicate this on my BH char 6pm PST Nov 18, 2025 (unless I have quest - (2UUB) Steps of Madness - Find Neleb QuestId: 7843)

I can see that Kerri's character did not have the quest present in their log at time of posting bug report:
