Describe the bug
A certain subset of nanos are missing the 'Buff Nano' flag which interrupts the logic used by the server which is based on NCU/Nano presence and duration. These flags were fixed in 18.5 as per the Auno patch listing.

Referenced further in #632.

Nanos that we're currently aware of:

Prey on Fear
Sneaking Terror
Terror Blast

Expected behavior
These nanos should possess the 'Buff Nano' flag which places a nano in the targets NCU to allow for server logic based on it's presence to fire.

Confirmed that the flag is missing on PRK and present in the live database.

NoneFlag values for all three of these nanos on Live is 114856. The PRK Player Portal shows varying values for the NoneFlag on these but it also looks like the Portal combines some target data with the flags so I'm not sure those values line up perfectly.
