it summons a Bureaucrat Minion Shell .item 150732 150731 151
Using it causes 61 points of damage and minion is summoned.

Testing on Ergo I followed the dialog though past "The end?" and was able to get 2 quests from Guard Ulf.
Going to mark this as unrefined for now because the connection to server lag and this mob is not clear.
