Added this perk and confirmed this heals for =15 hp on level 42 soldier Sikbubblegum yesterday. I removed the perk because that sucks. It would be very useful.
Yes that is what I meant, if you were to add 3 item stacks and only reduce one of them. You will buy the two successfully but the stack you reduced with not be bought. But you saw the basic result.
