While testing a different bug I've discovered that this is still the case where the guard NPCs grant XP (which isn't happening on live. marking as verified).

I'm a bit conflicted if this is prio 4 or prio 3.. but as it is now, since Social Aggro isn't implemented I'll keep it as priority 3. calling it area npc-behavior as well
Since the impact of this is so minor with the server being what it is, I'm setting this as Prio 4, marking it as enhancement since it's not implemented and... obviously verifying this. :)
I think we should improve a bit on the reproduction steps on this before we move it to verified - I mean, we know it's an issue - but with screenshots lost etc I don't think it's still as is.
