Mobs are not respecting suppression gas

Good catch on Camelot - there was a separate issue where the district info was not correctly loading for dungeon rooms. I believe I've fixed that now, so hopefully this is all fixed now.

Refactored SuppressionGasPfSystem slightly, fixed transition from low-to-high gas, and implemented immediate transition to 100% gas.
