On casting Berserk Rage to the NCU .ncu run 100250 it does not apply its buffs immediately but only after zoning which is not intended behavior.
The DoT Component itself is working as expected, it just does not show up in the nano targets NCU window. This is a separate issue.

Two different issues you're describing.

Issue confirmed, quest rewards are effected XP gain currently.

Quests not showing the correct XP Reward amount is a duplicate of #691.

Tabbing currently does not seem to check if the character is in your own team.
Expected behavior is that you can not select your own teammates as target this way.
