Bobic's quest (Q6OD) Deliver analysis of Substance RNDY5554651 doesn't show up in mission window

Looks like the quest is now correctly showing up in the mission window. The quest might be missing its reward, which is a separate issue that is tracked in #1231

This issue has been resolved. The cooldown timer no longer displays erroneously on newly received application forms.
